Who we are ?

We are a statutory water management body in Zimbabwe, established through the Water Act of 1998 (Chapter 20:24). We supervise and monitor both surface and groundwater use, ensuring sustainable management and stakeholder participation.

We Regulate & Supervise

Regulate and supervise the exercise of permits including permits for the use of surface and ground water within the area of its establishment.

We Monitor Water Flows

Monitor water flows and use in accordance with allocations made under permits.

We Enforce the Installation of Water Measuring devices

Ensure that such water measuring devices as may be required to enable the Sub-Catchment Council to discharge its functions are in place and operating.

We Collect Hydrometric Data

Assist in data collection and participate in catchment planning.

We Promote Catchment Protection

Promote catchment protection in accordance with the Water Act (Catchment Councils) Regulations, 2000 FF47

It is a statutory board established to manage both ground and surface water resources in the Upper Ruya catchment area.
Who must register with Upper Ruya Subcatchment Council ?
All water users, both surface and groundwater (boreholes), should be registered with the subcatchment council.
